Project Description

Harris County voters have faced increased voting access challenges due to COVID-19 risk and changes to the Texas Elections Code. Commissioners Court approved ARPA-funding for voter education and outreach services related to elections between 2022-2024 for branding, marketing, and strategic communication services. The purpose of this program is to execute a paid media campaign focused on educating voters in Harris County about election basics, including how to operate new voting machines and to increase understanding of the new processes for in-person and/or vote-by-mail.

This initiative ensures that voters can safely and successfully cast their ballots and utilizes a multi-pronged approach to voter education and training by an external vendor, KGB Texas Communications. This strategy includes engaging voters through different types of communications, delivered in multiple languages, and providing information on voting by mail, using voting machines, and new identification requirements. 

COMMUNITY ENGAGEMENT

Targeted media campaigns engage voters through broadcast (television and radio), digital, print, and outdoor outlets. Televised advertising is conducted on multiple TV stations, including KHOU-TV; KTRK-TV, KPRC-TV, KRIV-TV, KXLN-TV, KTMD-TV, and cable. Nineteen radio stations aired advertisements for the November 2022 campaigns. Advertisements also were delivered via streaming audio, social media, YouTube, TikTok, 12 print publications, and 3 digital publications.

TARGET IMPACT

Expected Population Impact:

  • Registered or soon-to-be eligible voters in the target population. There are over 2.4 million registered voters in Harris County.
  • Vote-by mail eligible voters that includes residents aged 65 and over, people with disabilities, and military personnel.

Expected Outcomes Include:

  • Voters will have a clear understanding of how to operate the new voting machines.
  • Voters will understand the new process in person and/or vote by mail voting.
  • Voters will feel confident in the new process and have safe, secure access to voting
