ABOUT THE DEPARTMENT

The Office of County Administration (OCA) was established by the Harris County Commissioners Court in June of 2021. OCA is responsible for overseeing the day-to-day operations of Harris County government. OCA is led by County Administrator Erica Lee Carter, who is appointed by Commissioners Court and serves as Harris County’s Chief Administrative Officer. The County Administrator is tasked with direct supervision of 16 departments and broad coordination of long-term strategic planning efforts, performance management, and fiscal responsibility in alignment with Commissioners Court goals.

Welcome to the American Rescue Plan Act (ARPA) Data Dashboard! Harris County received $915 million in ARPA funding. The Harris County Commissioners Court set out five priority areas for distribution of ARPA funding, including: Health, Housing, Jobs & Education, Justice & Safety, and County Operations. Click here for more information on ARPA.

The ARPA Data Dashboard illustrates funding allocations for closed and active ARPA programs across all five priority areas, as of January 2024. The Harris County Office of County Administration will add visuals for additional programs and continue updating visuals for active programs.

ARPA Lead Screening Program

The ARPA Lead Screening Program provides lead screenings, blood level tests, and aims to increase the number of home lead abatements. The program is currently active.

ARPA ECIF Safe Babies

The ARPA Early Childhood Impact Fund (ECIF) Safe Babies Program is providing services to foster youth or families in the child welfare system. The program is currently active.

ARPA Hire Up Harris

The ARPA Hire Up Harris Program offers workforce trainings. To date, the program has served 713 participants. The program is currently active.

ARPA Direct Assistance Program

The ARPA Direct Assistance Program distributed $1,500 in flexible financial assistance to 40,000 low-income households that experienced economic hardship during the COVID-19 pandemic in 2021.

The ARPA Emergency Nursing Program placed more than 1,000 medical personnel across the region during the COVID-19 pandemic.
