Harris County Proposes FY26 Budget Focused on Smart Spending, Public Safety, and Service Expansion

Download the press release(Harris County, TX) – August 14, 2025— Harris County Office of Management and Budget presented to Commissioners Court the proposed Fiscal Year 2026 budget on Thursday. This comprehensive financial plan encompasses the General Fund, the Harris County Toll Road Authority (HCTRA), Harris County Hospital District, and the Harris County Flood Control District. This budget reflects a collaborative effort involving thousands of hours from the Office of Management and Budget (OMB), County departments, and Court staff.

Facing a uniquely challenging fiscal environment, the FY26 budget addresses significant pressures from state-mandated revenue caps and the escalating costs tied to reducing the county’s court backlog and jail population. Despite these challenges, the budget maintains a steadfast commitment to preserving essential services that have demonstrated strong performance and align with the Commissioner Court’s strategic priorities.

Key highlights of the FY26 budget include:
  • Strategic Investments in Public Safety: Funding to achieve pay parity for law enforcement personnel, with additional resources set aside to support pay parity initiatives for all county employees. 
  • Historic Expansion of Critical Programs: The largest recent expansion of the District Attorney’s Office to enhance justice services and an unprecedented growth in the Flood Control District’s maintenance program to better protect residents. 
  • Sound Financial Stewardship: Maintaining the county’s strongest possible credit rating among local governments, ensuring fiscal stability and continued access to affordable financing.
