(Harris County – February 18, 2026) - Harris County’s commitment to smart, efficient energy management is delivering real results. The
Office of County Administration’s Office of Sustainabilityhas been named CenterPoint Energy’s Government Entity Top Performer of the Year, earning an incentive award of $799,317.90 through CenterPoint Energy’s Commercial Market Transformation Program (CMTP).
The recognition reflects Harris County’s achievement of the highest total incentive payout among participating government entities within CenterPoint Energy’s Texas service territory, based on verified reductions in peak energy demand from high-efficiency facility upgrades.

“This award is a direct result of teamwork across Harris County,” said Lisa Lin, Director of Sustainability, OCA. “Our Sustainability team worked closely with the Engineering Department and partners across County operations to identify opportunities, document projects, and follow through. It shows what’s possible when everyone is aligned around smart energy decisions that reduce demand, lower costs, and deliver real value for taxpayers.”
The award recognizes the successful implementation of qualifying energy upgrades across County facilities. The Office of Sustainability coordinated project documentation, inspections, and submissions to help the County maximize available incentives. These incentives were tied to improvements in HVAC systems, chiller plants, and LED lighting retrofits.
The Commercial Market Transformation Program (CMTP), available to government entities and municipalities within CenterPoint Energy’s Houston-area electric service territory, provides customized technical assistance and financial incentives to support energy efficiency projects in both new and existing facilities. The program allows participating organizations to reinvest the savings from reduced energy costs into their core services. CMTP is a voluntary program administered for CenterPoint Energy, offering consulting on energy efficiency best practices. The program also provides cash incentives when participants install eligible equipment that lowers peak energy demand and overall energy consumption.
