Harris County Announces the Retirement of the Executive Director & Chief Medical Examiner

(Harris County, TX – March 5, 2026) – The Harris County Office of County Administration and the Harris County Institute of Forensic Sciences (IFS) announce that has notified the Harris County Commissioners Court of his retirement as the Institute’s Executive Director and Chief Medical Examiner, effective March 31, 2026.

Dr. Sanchez joined the Institute of Forensic Sciences, then known as the Harris County Medical Examiner’s Office (HCMEO), as the Senior Deputy Chief Medical Examiner in June 2001.

In his letter to Commissioners Court, Dr. Sanchez reflected on his service, “I am deeply grateful for the opportunities, trust, and support I have received throughout my time here. I am proud of what our team has accomplished and confident in the strength of the organization to advance its mission. I look forward to supporting a smooth and orderly transition during the coming weeks, and I am cheering for the continued success of IFS.”

“Most people might not be familiar with what the Institute of Forensic Sciences does, but it plays a critical role in Harris County’s justice system. As Chief Medical Examiner and IFS Executive Director, Dr. Sanchez helps bring justice to families whose loved ones have been victims of crime by performing autopsies. He’s also transformed the department into a national leader in the field of forensic sciences. Thank you to Dr. Sanchez for his incredible 23 years of service to Harris County, and congratulations on your retirement!” said Judge Lina Hidalgo.

Under Dr. Sanchez’s leadership, the Institute has incorporated the latest technologies and methodologies to consistently meet growing service demands.

Dr. Sanchez has promoted scientific and academic advancement at the Institute while spearheading numerous initiatives that have positioned the Institute as one of the nation’s premier forensic organizations.

“For years, Dr. Luis Sanchez has provided steady leadership to the Harris County Institute of Forensic Sciences, ensuring that families receive answers with professionalism, dignity, and integrity. His tenure has strengthened one of the most critical components of our criminal justice system,” said Commissioner Adrian Garcia, Harris County Precinct Two.

“Under Dr. Sanchez’s leadership, the Institute of Forensic Sciences became one of the most respected forensic organizations in the nation. His work strengthened public safety, supported victims, and helped law enforcement solve crimes while providing families with answers and a measure of closure during their most difficult moments,” said Commissioner Tom Ramsey, Harris County Precinct Three. “Dr. Sanchez guided the Institute through major challenges and built a world-class team that will continue serving Harris County well. We wish him the very best in retirement.”

As Chief Medical Examiner and Executive Director of the Institute of Forensic Sciences, he transformed the agency into a national model, prioritizing best practices and delivering high-quality service in the pursuit of evidence, truth, and justice,” reflected Commissioner Lesley Briones, Harris County Precinct Four. “I thank Dr. Sanchez for his compassion and commitment to the people of Harris County and wish him a wonderful retirement. His legacy is one that will inspire the next generation of forensic pathologists for years to come.”

Key accomplishments include:
  • Successfully earned and sustained multiple accreditations critical to IFS’s mission, assuring Harris County that IFS meets the nation’s highest forensic professional standards.
  • Led the integration of the Crime Laboratory Service with the Medical Examiner’s Office, creating a high-functioning, state of art multidisciplinary death investigation system.
  • Led the creation of a unique forensic emergency preparedness program, effectively integrating HCIFS into local and state emergency management frameworks.
  • Established one of the nation’s earliest in-house forensic anthropology programs - and oversaw its attainment of accreditation to international standards.
  • Navigated and led the Institute through numerous natural disasters and major crises, including the COVID-19 pandemic – ensuring continuity of critical forensic operations throughout each event.
  • Oversaw the design and successful completion of multiple major forensic infrastructure projects, including the advanced Forensic Genetics Laboratory in the John P. McGovern campus (completed 2013), the 9-story Forensic Center in TMC Helix Park (completed in early 2017), and most recently the design development phase for the relocation and expansion of the Forensic Genetics Laboratory to the 1861 OST facility (estimated time of construction completion 2027).
  • Cultivated expertise in key areas through the development and expansion of forensic subspecialties and fellowship programs.
  • Cultivated strong alliances with the Texas Medical Center, several hospitals, institutions and training programs.
  • Created an independent Quality Management Division to develop and maintain a robust quality management system that ensures consistent provision of high-quality service from every IFS division.
  • Attracted and led a team of highly talented, mission-focused professionals who form the foundation and driving force of the organization.

BACKGROUND:
He served as Interim Chief Medical Examiner starting in October 2002 and was officially appointed Chief Medical Examiner by unanimous vote of Commissioners Court, effective January 1, 2003.

In March 2010, the HCMEO’s name was changed to the Harris County Institute of Forensic Sciences, reflecting the organization’s broad scope of services embracing both medical examiner and crime laboratory functions.

Subsequently, in March 2013, Commissioners Court updated Dr. Sanchez’s title to Executive Director & Chief Medical Examiner, acknowledging his expanded responsibilities to oversee the integrated operations of the County’s Medical Examiner and Crime Laboratory services.

“Dr. Sanchez leaves the Institute well-positioned for continued success, and we thank him for his dedicated years of public service and outstanding leadership,” said County Administrator Erica Lee Carter. “An Interim Executive Director & Chief Medical Examiner will be identified shortly to maintain continuity and uphold the high standards Dr. Sanchez established.”
