
Jesse Dickerman was appointed Interim County Administrator of Harris County by Commissioners Court on April 21, 2025. A trusted leader with over 20 years of cross-sector experience, he has spent the past five years serving in senior roles at Harris County, driving organizational improvements, overseeing major initiatives, and advancing countywide priorities.
Since joining the County in 2020, Jesse has served as Managing Director of Energy Transition and Chief of Staff to the County Administrator, helping lead the third-largest county in the United States through policy and infrastructure efforts. In these roles, he has supported the work of Commissioners Court and helped lead priority initiatives across departments, evolving the County’s budget process toward greater transparency and performance-based budgeting.
Dickerman has led critical initiatives that have reshaped County operations and policy, including the transfer of the Harris County Sheriff’s Office Jail Medical Division to Harris Health and negotiating the redevelopment of NRG Park. He has overseen complex negotiations and guided strategic efforts across public-private partnerships, economic development, and infrastructure planning, including advising on the County’s engagement with Tax Increment Reinvestment Zones (TIRZ) and the Buffalo Bayou East project in collaboration with the Buffalo Bayou Partnership.
He played a key role in launching the Harris County Office of Sustainability and was a driving force behind the development of the County’s first Climate Action Plan. Notably, Dickerman is the Principal Investigator for the Texas Solar for All Coalition, where he led a successful application for a $250 million federal grant to bring solar energy access to low-income communities across Texas.
Prior to joining the County, Jesse held senior executive roles at Direct Energy and Zilkha Biomass Energy, where he led energy market strategy, communications, and international development efforts across North America, Europe, and Japan. He also brings a strong foundation in campaign strategy and public affairs from his early career in politics and consulting.
Jesse holds an MBA from Rice University and a BA in History and Political Science from Rice, where he graduated with honors. In his free time, he enjoys exploring Harris County with his wife and their children, who are students in HISD.
